New Orleans mayor Ray "School Bus" Nagin (who now owns a house in Dallas) is vacationing in Jamaica, you see, and blamin' racism and class bias for the woes of his poorly—served former constituents, half of whom tell pollsters they don't plan to return to N'awlins.
