Houston and New Orleans: the cultural differences

Last year I made note of the great difference between the political cultures of New Orleans and Houston, to the latter's great advantage. I also hailed the open—hearted, creative spirit of Houston, the can—do city par excellance.

Nicole Gelinas picks up both themes as she asks: " Can one city's good governance help undo what another city's bad governance helped create?" Her answer is found in a City Journal article of characteristic thoughtfulness.
