How stupid is Senator Menendez?

Either he is stupid or he is intentionally confusing the difference between the income tax and capital gains taxes.

Menendez does not know, or pretends not know,  the difference between the capital gains tax and the income tax. He is absolutely clueless. Cavuto tries to explain the difference to the "Honorable" Menendez for almost five minutes.

After today's election there may be as many as sixty of these idiots representing you and me in the United States Senate.
